Listing agents are required to present ALL written offers submitted to the seller. Its their fudiciary duty. Therefore if the buyers agent submits a valid offer to the listing agent also known as seller's agent, the sellers agent must present the offer to the seller.

In fact not presenting the offer is a reportable offense. Head over to First Tuesday, they have a detailed post on the matter.
